Of all the senses, vision comes first for dogs as they have a hunting heritage.
They are amazing at spotting moving things - even a little movement from a long distance cannot escape dogs' sight! So its quite normal that dogs get triggered by something that moves fast around them.
If your dog gets easily triggered by moving objects, you can help by using your body language:
Turn around with your whole body to change the direction of the walk. Often walking in a curve is enough to keep everyone calm.
Use yourself or someone else as a barrier to separate your dog from the moving object. Splitting up is a great way to provide that extra sense of security.
